Excellent performance in World Class Commissioning scores

World Class Commissioning Assessment Report May 2010

We have now officially received our World Class Commissioning scores from the Yorkshire and Humber Strategic Health Authority - and it's very good news. All our scores have seen an improvement on last year.

This means we now have:

  • seven '3s'
  • two 'almost 3s' (they are technically '2.66')
  • and two '2s'

Our scores last year were two '3s', seven '2s' and a one (there is an extra competency this year, which is why the maths aren't quite the same).

Our scores are an incredible achievement, not least because the process was tightened and the bar raised, so that last year's '3s' are this year 'nearly 3s'. Out of 33 self-assessed scores, 27 were agreed and validated by the Panel - which means we not only have a good awareness of our own abilities but that these are endorsed by people from outside the organisation. And of the 30 sub-competencies that are the same as last year, 21 of the 30 have gone up. Nine stayed the same.

We were also assessed green for finance, strategy and governance (last year we had green for finance and governance, amber for strategy). The '3s' were awarded for:

  • locally leading the NHS (competency 1)
  • working with community partners (competency 2)
  • engaging with the public and patients (competency 3)
  • managing knowledge and assessing need (competency 5)
  • prioritising investment (competency 6)
  • promoting innovation and innovation (competency 8)
  • and managing the local health system (competency 10)

The 'almost 3s' were awarded for:

  • collaborating with clinicians (competency 4)
  • securing procurement skills (competency 9)

And the '2s' for:

  • stimulating the market (competency 7)
  • ensuring efficiency and effectiveness of spend (competency 11) - competency 11 is new to this year's assessment and has three sub-competencies

Here's a flavour of what the Panel said: "This is a strong PCT, with good capability in virtually every domain. It has developed its analytical competence over the past 18 months and turned this into better decision-making. The Board is well aligned, and has a relentless focus on delivery. Particularly impressive is how the PCT has responded to the financial context, with clear adaptations to its strategy that should stand it in good stead."
