Our directorate supports the financial management of the public funding received by NHS Sheffield and the procurement of services  to ensure that we make the best use of our financial resources in delivering quality healthcare in Sheffield.

The directorate leads for the PCT in two key areas:

  • financial strategy, governance and management. The finance teams support all budget holders across the PCT and Practice Based Commissioning (PBC) consortia to ensure effective use of revenue and capital funding, so that best value for money is achieved and the PCT delivers financial balance.
  • tendering and negotiation of contracts with providers of health care.

We have four teams as follows:

Healthcare Procurement and Practice Based Commissioning Development (PBC) Team is actively involved in  negotiating contracts with and monitoring performance of the city’s hospitals, community services and primary care contractors (GPs, dentists, pharmacists and optometrists).  This team also supports Sheffield’s GP practice consortia (groups of practices focused on healthcare services for patients in their local area), helping them to develop finance and business case skills; and works with the medicines management team to ensure cost effective prescribing by GPs across the city.

Strategic Development and Governance Finance Team looks after all the formal financial reporting including return to the Department of Health and our statutory accounts.  It also includes providing our internal customers with budget reports, liaising with our auditors and ensuring that we carry out business as set out in our Standing Financial Instructions and Standing Orders.  The team  ensures that we have a longer term financial plan to support delivery of our Achieving Balanced Health Strategy and the PCT’s capital development programme of new buildings and equipment..

Provider Finance Team is based at our West Court Site in Hillsborough and supports the efficient management and development of PCT provider services; liaises with those who provide clinical/healthcare services to Sheffield’s population and ensures that financial governance/reporting arrangements for Provider Services Arm is carried out.

Healthcare Procurement Team  advise and lead on tendering for services and  negotiating contracts to improve services for Sheffield patients .  They also help review the services we need to commission and identify opportunities to improve efficiency, extend choice and access, and improve the quality of outcomes and patient experience.  This team has their own website too where you can find out more about them www.sheffield.nhs.uk/procurement/
